Full reason for rating.
Many coastal communities have lived off the sea for centuries. The need to catch more fish for marketing now causes the fish stocks in many of the communities to be reduced to a level that they cannot survive off the sea anymore. The solution to this problem is not to provide aid to these communities, but rather to limit the fishing by commercial trawlers.
