Full reason for rating.It costs nothing to collect rubbish
The people in the camps could at least collect rubbish and create a rubbish dump. This does not cost any many and would help to reduce disease and, at no cost, make life somewhat more pleasant. Being poor or deprived does not mean you have to live like animals.
