Full reason for rating.Over-population.
Many countries are dependent on foreign aid because the land cannot support the population of the country. Providing humanitarian aid does not solve this problem. It is clear from programs on TV that the people still have too many children, over-populating the land even further. Although it might seem inhumane, humanitarian aid to these countries is not humane as it extends the generations that will keep suffering the same shortages.
Wars
Humanitarian aid after wars removes the incentive to produce food locally and could lead to long periods of dependency on aid.
Destruction of infrastructure
