Full reason for rating.In many cases aid will only be provided to groups/governments/countries that has a suitable `democracy`.
The aid is, to some extent, used to change the policies in the country. This is quite clear when looking at how, sometimes, aid is provided to the governments and in other instances provided to the `freedom fighters`. Aid has just become another weapon of warfare.
