Short Explanation	Plastic pollution, as all other pollution is proportionate to populations and equally damaging regardless of the type of pollution.
*Full reason for rating.*Fishing quotas will have no effect on plastic pollution, but pollution should have a big impact on fishing quotas. Pollution can cause fish to become `toxic` because of the micro-plastics they eat. This means less fish for consumption and therefore quotas should be reduced, but most likely they will not be adjusted.
