Territories
Fishing territories are already causing conflicts around the world. The fishing rights around the UK and France was a major issue during Brexit negotiations and are still being contested.
Exploration
Exploration for oil and other minerals pose a further threat to fish populations. Submarines seem to be implicated in whale beaching because of interference with their sonar. As demands on resources increase, this will become a much bigger problem and could lead to wars. Population reduction will reduce demand and therefore reduce the need to exploit the sea any further.
